Because it would probably be a little misleading. The range that is shown is the range for the normal number of 6 sided die that the character gets for that stat. For example, if the character gets 3 die, the minimum he can roll is 3 and the maximum is 18. Of course, the probability curve peaks around the middle of that range. However, the rule we use when rolling is that if the character rolls the maximum, then he gets an extra die. So in the example above, if he rolled an 18, then he would get another die giving him a maximum of 24. In addition, the stats are also adjusted based on whether the character is male or female.

I believe that you can get a boost from all schools, but the better the quality, the better the boost.

Well, if you read this forum, you will probably gleen a lot of information that is not provided in-game. I have no real objection to that, users can choose to read the forum or not. If it is a major spoiler (such as how to get to level 11), you might want to consider leaving it out.
