Yes, that is a bug. That item's power is special in that you don't 'use' it. It should provide the auto kill ability of Ninjas to normal fighters when equipped. Unfortunately that does not see to work either. So until we can fix it in the next update, I am afraid you have yourself a very fancy 'Short Sword'.
