I've rolled an almost ranger - a char that had all the stats except for str 10 and dex 11. Since she's female I'm thinking cool - a female ranger. So I keep her a peasant and let her grow. Now, at lvl 29, she's SuperPeasant!! Dex is 12 (mebbe 13, i gotta look), but her str is still 10! Am i wasting my time? Should i make her a sage and be happy?

At this point, you are wasting your time, however it is a valid strategy, you just had bad luck. Note that the higher level the character when you attempt to join the guild, the less likely it is that you will succeed. In fact, there comes a point at which it is no longer possible. I am not sure what that point is for your character, but 29 is pretty high and you may already be past it.

Albu (that's her name) sheds a tear as she plods off to one of the Sage guilds.

I sorta thot it was a real longshot, too, but here's why I was holding out hope:
lvl 33 now (I accept she may die in training - I'll take that), still only age 16, int 26, wis 23, ldr 24, con 24, dex 17, str 10 (agghhh!!).

I'm formally accusing the game of having an anti-female-Ranger bias ;->
