Is there a chance to level when casting Protect Party and other buffs?

Why, in defiance of RPG culture, tradition, and logic, do mages have more buffs than priests?

I couldn't say. But note that buffs are really not that important in this game.

-- This game is based (loosely) on the ORIGINAL RPG game. Oubliette was a Multi Player RPG in 1977. Which is the same year that the original apple pc was invented, or about 5 years before most people had even heard of a pc.
So for you to spout "RPG tradition and culture" is nonsensical. The RPG culture may have diverged from its roots, but that doesn't make the roots wrong.

oh, and BTW...

In the Original Game clerics had only 1 buff, and mages had 5 buffs (if you count levitate.)
